Against the racialization of everything

Race, as I and many other academics never tire of reminding people, is a social construct. Many people who say this, however, do so in a perfunctory manner, before going on to treat it as though it were a natural kind, eternal and unchangeable. For me, the point of emphasizing the “constructedness” of race is to emphasize that is it not an inevitable social category. It is a particular way that many people have of framing certain aspects of individual identity and social interaction. It is, however, not the only, and not a necessary way, of framing things. Thus it always makes sense to ask, in any particular circumstance, whether race is the best way of framing an issue. The question is whether race, as a category, is really getting at what’s important in a given situation.

This question has particular salience at the moment, because many social justice advocates in Canada have been pushing fairly hard for a number of social problems that were traditionally framed in terms of immigration and ethnicity (and multiculturalism) to be reframed in terms of race (and anti-discrimination).… Continue reading

Turbans, paternalism, and the death of liberty

This is a quick afterthought on the piece I posted the other day about religiously-based exemptions, and also a response to some of the comments made on that piece. My central objective in that argument was simply to point out that many rules in our society already have exemptions built into them, in order to handle circumstances in which there is significant heterogeneity in the underlying interests. In some cases, just averaging them all together, or taking the vector sum, is not the best way of responding. This is particularly true in cases where a small minority has an interest (or assigns weight to an interest) quite divergent from that of the majority. In that case, it may make more sense to have a rule that applies in most cases, but then to grant an exemption for those in the minority. Asian community caught in crossfire!

I ride the subway in Toronto several times a week, and have done so for the past 10 years. I have seen a woman wearing a niqab precisely once. She was about 60-70 years old, and appeared to be taking her grandchildren to the museum. But do you know what I see a lot of? I see a lot of this:

It is sad to think that people will no longer be allowed to wear surgical masks on the Montreal subway, or on buses anywhere in Quebec. I did not realize that it had become such a major social problem. Nevertheless, it seems to me that banning them is a bit of an overreaction on the part of the Couillard government.

Singh, Sikhs, and turban exemptions

The other day I was sitting at my computer, writing an abstruse philosophy paper on an abstruse topic, when suddenly the very issue that I was discussing found its way into the headlines. The new leader of the NDP, Jagmeet Singh, was accused of failing to respect the boundary between religion and politics, on the grounds that, while in the Ontario legislature, he introduced a private member’s bill that would have granted an exemption for Sikhs from motorcycle helmet laws. (There was a lot of grousing coming from Quebec about the “ostentatious” religious symbolism of Singh’s mode of dress.) The example, I thought, was ill-chosen, because one need not appeal to any exotic religious concerns in order to support such accommodations, they follow rather straightforwardly from the liberal norm of equality. Or so I argue. This is what I was writing:

Happy Birthday, Bill 101, or How Camille Laurin inadvertently saved Canada

I led a double life in the 1960s and ‘70s, growing up in Snowdon, which was then a largely Anglophone, lower middle-class neighborhood in the Western part of Montreal. We were pretty much the only French-speaking household in the area. My mother, a Hungarian Jew, had spent her adolescence in France (long story), had acquired French citizenship which she passed on to me (Thanks, Mom), and more importantly, had developed a very strong sense of French identity, and perhaps even of French cultural superiority. I therefore attended Collège Stanislas, an educational gulag which, though it did everything it could to stifle any creative spark that might have been flickering among its pupils, did instill upon me a strong grasp of the rules of agreement of the French language. My friends at school were for the most part French Canadian. There were a few anglos – but we lived in French. I was fully attuned to French pop culture.… Continue reading

Canadian exceptionalism

Between Jeremy Corbyn’s showing in the last U.K. election and Emmanuel Macron’s phenomenal sweep in France, there is grounds for optimism that the fever of right-wing populism is beginning to break. In part I think this is due to Donald Trump himself, who is such a perfect specimen of the ugly American that his election and subsequent behaviour no doubt did considerable damage to the fortunes of populists in countries where voters would like to think of themselves as above the impulses that brought him to power. (This is, I suspect, an important part of the story in France.)

Just a few months ago, things were looking quite different. At that time, a fairly widespread discussion broke out over the seemingly anomalous circumstances that prevailed in Canada, where nativism seemed to be gaining no traction. What the United States could learn from Canada on immigration policy

There are many countries around the world that have screwed up their immigration policy, in one way or another, creating the unfortunate combination of marginalized ethnic populations and nativist backlash. This can easily generate a vicious circle, in which the marginalization produces various social pathologies (e.g. unemployment, crime), which serve to rationalize many of the discriminatory attitudes driving the backlash, which in turn increases marginalization and exclusion, exacerbating the pathologies, and so on. There are lots of problems in Canada, but the one thing we have not done is screw up our immigration policy in this way. (Compare that to relations with First Nations, which we have screwed up, generating almost precisely the dynamic described above – with a few complicating factors).

Anyhow, whenever one of the countries out there who have screwed up their immigration policy look to Canada for some ideas about how to improve, the thing that they pick up on almost immediately is the points system that Canada uses to screen immigrants in certain classes.… Continue reading

The anatomy of anti-liberalism

On Friday, Canadians were treated to the rather distressing spectacle of a protest being held outside a mosque in Toronto, calling for, among other things, an end to Muslim immigration and a ban on the practice of Islam in Canada. The total number of protesters, according to reports, was only 15, so one should not blow this out of proportion. But it should give pause to all those in the Conservative party, who have been lying and otherwise making a fuss about the M-103 motion.

I wouldn’t have much to say about the whole thing, except that I heard a great interview with one of the protesters on CBC radio (which I can’t seem to track down online). Now I know that many, many people in small-l liberal societies are not actually small-l liberal. Nevertheless, it is seldom that one hears the anti-liberal viewpoint expressed so compactly and efficiently. The interviewer asked one of the protesters, basically, “what’s the difference between what you’re doing and someone who dislikes Judaism, protesting outside a synagogue?” The answer was, roughly, “the difference is that Judaism is not evil, whereas Islam is.”

Comprendre le “Compromis Bouchard-Taylor”

Plusieurs choses sont dites au sujet de Rapport Bouchard-Taylor depuis que Charles Taylor a déclaré qu’il ne soutenait plus l’interdiction du port de signes religieux visibles pour les employés de l’État exerçant un pouvoir coercitif ou incarnant au plus haut point l’autorité de l’État (juges, policiers, agents de prison, procureurs de la Couronne et président de l’Assemblée nationale).

Cela n’a jamais jailli à la surface du débat public, mais la recommandation initiale du Rapport Bouchard-Taylor est depuis le tout début fragile et hésitante. Je cite le passage pertinent du Rapport :

“Telle est notre conclusion [au sujet de l’interdiction limitée du port de signes religieux visibles chez les agents de l’État]. Nous admettons que l’on peut y arriver en suivant différents types d’argumentation. Par exemple, on peut considérer que cette proposition est la plus appropriée dans le contexte actuel de la société québécoise, étant bien entendu ce que ce contexte peut changer avec le temps.Continue reading

Canadian Exceptionalism: The very idea

Has liberty moved north? Is Canada the last immigrant nation left standing?  Are we a bright light on a dark political stage?

The notion of “Canadian Exceptionalism” predates Brexit, Trump, Marine Le Pen, and the pretensions of Kellie Leitch. It goes back at least to 2012, when the Berkeley professor Irene Bloemraad published an article entitled Understanding ‘Canadian Exceptionalism’ in Immigration and Pluralism Policy, which juxtatposed “the widespread and increasing support of immigration among Canadian citizens with growing anti-immigrant sentiment and opposition to multicultural policies across Europe and the United States.” And our own Joe Heath has been workshopping a talk for a while now building on Bloemraad’s work.

So it’s not a new idea. But the basic thesis — that Canada seems to be unique in having built a stable, immigrant-driven multicultural society — has become more prevalent in the Trump/Brexit era, finding proponents both domestic and foreign.Continue reading
